Loretta Parker has a BS degree in Elementary Education from Eastern Michigan University and a master's degree in Early Childhood Education from Lander University.

Loretta is a retired Early Childhood classroom educator from Greenwood School District 50.

Loretta is an active member of Tabernacle Baptist Church where she serves as Chairperson of the Trustee Ministry and President of the Missionary Society Ministry. She is currently serving as Board Chair of Greenwood County First Steps, an active member of the Citizens Review Panel and a member of Alpha Kappa Alpha Sorority Inc.

Greenwood County First Steps Partnership Board

I am proud to serve on the Greenwood County First Steps Board of Directors. I believe preparing our youngest learners for school is one of the most important jobs we have as a society. Education is my passion. I began my educational journey in Ninety Six, SC, graduating as a Wildcat in 1992. I completed my undergraduate work at Erskine College in Early Childhood and Elementary Education. I earned a Master’s Degree from USC in Early Childhood Education and a Master’s Degree in Educational Leadership from Winthrop University. I began teaching in 1997 in Laurens School District 56. I joined Greenwood District 52 in 2016 where I currently serve as the Director of Literacy and Elementary Education. I am married to my wonderful husband, Lee, and we have two children and six beautiful grandchildren.

Greenwood County First Steps Partnership Board

Tracy Baldwin is a mother of two children with disabilities, which included medical challenges. She is a member of Zion Chapel AME Church and a member of Alpha Kappa Alpha Sorority, Inc.


Tracy is a graduate of South Carolina State College with a Bachelor's degree in Social Work. She holds a Master’s degree in Counseling from Webster University and has been working with the GLEAMNS Head Start program for the past 22 years as a Case Worker and Assistant Disabilities/Mental Health liaison.


Tracy is currently serving as the interim Center Coordinator for the Greenwood Head Start center.

Michelle Whitaker is a native of Greensboro, NC, but has been a Greenwood County resident for over 40 years. She has a Bachelor’s Degree in Social Work from Limestone University, and a Master’s Degree in Human Services from Capella University. Michelle currently works as a Child Protective Services Case Manager with the Department of Social Services in Greenwood, SC. She has a passion for serving children and families and believes strongly in supporting our future through Early Childhood Education.
